ecbi 2024 Bonn Seminar Focuses on NCQG, Article 6, Future of Intergovernmental Process

The 2024 edition of ecbi's Bonn Seminar convened on 9 June at the Hotel Collegium Leoninum, with presentations and discussions on Article 6 of the Paris Agreement, the New Collective Quantified Goal on Climate Finance (NCQG), and the Future of the Intergovernmental Process. In her presentation on Article 6, Kristin Qui, Climate Analytics Caribbean, discussed progress made on Paris Agreement Article 6.2 and 6.4 (market-based cooperative approaches) and Article 6.8 and 6.9 (non-market based cooperative approaches. COP28, she explained, agreed that Article 6.2 involves decentralised cooperative approaches and Article 6.4, a centralised crediting mechanism overseen by the Article 6.4 Supervisory Body. She also highlighted remaining sticking points on these issues.

Axel Michaelowa Research Director, Perspectives Climate Research, presented on finding common ground on the NCQG and elements to determine the NCQG. On the elements, he highlighted Party priorities related to structure, temporal scope, funding sources, transparency, and the relationship between Articles 9 and 2.1.c. He also presented a proposal for structuring the NCQG.

ecbi Director Benito Müller briefly introduced a proposal for a Climate Solidarity Alliance of national and sub-national actors that are able and willing to introduce a Climate Solidarity Levy earmarked as an innovative source of funding for responding to loss and damage from adverse climate impacts, particularly through the new Loss and Damage Fund.

Müller then provided some thoughts on the Future of the Intergovernmental Process under the UNFCCC, the subject of an update to the 2021 ecbi publication Quo Vadis COP? He presented on: some reasons for the increase in attendance at COPs including FOMO (fear of missing out); the increase in delegation sizes and a sample composition of a delegation, which includes many Party overflow badges; and the possibility of holding negotiations, a Summit, and an expo separately.
