ecbi Publishes Note on Bringing Enhanced Direct Access to the Local Level

ecbi has published a policy brief that that describes devolving Local Enhanced Direct Access’ (LEDA), a programmatic funding access modality where funding decisions are devolved to the local level. The paper introduces a general conceptual scheme used to describe the ecosystem of access modalities for multilateral climate change funds within which the LEDA modality has evolved, namely: International Access; Direct Access; Enhanced Direct Access; and Local Enhanced Direct Access. Part II of the brief describes the decision processes of several funding programmes, including the post-World War II US Marshall Plan in Germany (1947-1952) and the World Bank Kecamatan Development Program (1998-2007). Both are pure development programmes and LEDA examples with local funding decisions taken by bank branch offices and district councils, respectively. Three “performance-based” LEDA programmes are also described, where remuneration does not involve up-front project funding, but ex-post payments for certain performance indicators. For example, the now defunct World Bank Pilot Auction Facility payed for certified methane reductions (measured in tCe), while the proposed Black Soldier Fly Farming programme in Kenya would remunerate adaptation efforts based on the quantity of animal feed and fertiliser produced. Finally, the LoCAL Performance-Based Climate Resilience Grants Programme, rewards adaptation performance through qualitative indicators.
